Public Perspectives helped design, manage and report on Waltham Forest Council’s private rented sector property licensing proposals. This is a particularly complex and sensitive statutory consultation, subject to public, political and legal scrutiny. Our approach combined open-access consultation methods well promoted through multiple communication mechanisms alongside targeted approaches to reaching a representative sample of landlords, residents and private rented tenants.

The council has just notified that its proposals for licensing have been approved by both the Council Cabinet and the Secretary of State. The new scheme will come into force next year and last for a five-year period, where it will then be subject to review and potentially further consultation.
